The Local Control Accountability Plan - LCAP

The Local Control and Accountability Plan (LCAP) is a critical component of California's education system designed to involve parents, educators, and the community in decision-making and accountability in public schools. The BOMUSD is now engaged with updating our LCAP for the Board to consider for approval in June. The LCAP aims to improve educational outcomes for all students, with a particular focus on disadvantaged students who face significant barriers to learning.
 
The LCAP explained in simple terms:
  1. Purpose: The LCAP serves as a planning tool for school districts to set goals, allocate resources, and measure progress in meeting local educational priorities. It ensures that schools address the unique needs of their students and provide a high-quality education for all.
  2. Local Control Funding Formula (LCFF): The LCAP is closely tied to the LCFF, which is the state's funding model for schools. Under LCFF, schools receive funding based on the number of students they serve, with additional funds allocated for low-income, English learner, and foster youth students. The LCAP helps districts determine how to best use these funds to support student achievement and close opportunity gaps.
  3. Engagement and Collaboration: The LCAP process emphasizes parent and community engagement. School districts are required to seek input from parents, guardians, students, teachers, staff, and community members to develop their LCAPs. This ensures that the plan reflects the priorities and aspirations of the local community.
  4. Goals and Actions: The LCAP outlines a set of goals and specific actions to be taken by the district to improve student outcomes. These goals typically cover areas such as academic achievement, student engagement, school climate, parent involvement, and access to a well-rounded education. The actions are intended to address the needs of all students, especially those facing challenges.
  5. Budget Allocation: The LCAP also details how the district plans to allocate its resources to support the identified goals and actions. It provides transparency by showing how funds are being used to improve student achievement, enhance services,and promote equity.
  6. Annual Update and Progress Monitoring: The LCAP is a multi-year plan, typically covering a three-year period. However, it must be updated annually to reflect progress and changing needs. Districts report on their progress toward meeting the goals outlined in the plan and make adjustments as necessary. Accountability and Reporting: The LCAP ensures accountability by requiring districts to monitor and report their progress to the local community and the state. It promotes transparency and allows parents and stakeholders to hold schools and districts accountable for meeting the needs of all students.
 
School accountability is essential in demonstrating the return on an enormous investment of taxpayer resources.
 
As a parent, you have an essential role in the LCAP process. You can participate in school and district meetings, provide input on the goals and actions, and stay informed about the progress being made - we encourage your full participation. As you know, parents recently had the opportunity to provide feedback with our LCAP Family Survey - that feedback is already beginning to inform our efforts for the 23/24 school year. Your engagement helps shape theeducational experiences of your child and contributes to the overall improvement of the school
community.
